Abstract
This paper examines the extensive development of Guyana following the COVID-19 pandemic under the People's Progressive Party/Civic (PPP/C) government, guided by the leadership of President Dr. Mohamed Irfaan Ali and Vice President Dr. Bharrat Jagdeo. Drawing on macroeconomic data, sectoral analyses, official government communications from 2020 to 2026, extensive quotations from President Ali's recent book, One Guyana: From Division and Bankruptcy to Unity and Prosperity (2025), and his public statements including the "convert ambition into action" and "leapfrog" frameworks, this study argues that the Ali administration has pursued a distinctive development model characterized by planned economic diversification, infrastructure-led growth, social inclusion, and wealth democratization. The paper integrates President Ali's foundational vision statements across seven domains: education, health and social services, national unity, economic development, youth and opportunity, democracy and society, and the overarching "One Guyana" framework. While petroleum revenues provide unprecedented fiscal space, the government's strategic execution across housing, education, healthcare, agriculture, hinterland integration, and environmental services suggests a deliberate effort to manage the resource curse through broad-based investment. The paper analyses six pillars of post-COVID development, concluding by positioning what this paper terms the "Ali Doctrine" within development theory.
